Internal Affairs Investigations
This course is designed for individuals assigned to the responsibility of conducting internal affairs investigations as well as supervisors and command personnel with departmental oversight.
Law enforcement administration is charged with the responsibility and has the authority to maintain discipline within the police department. Citizens should be provided a fair and effective avenue for redress of their legitimate grievances against members of the department. The department also has the responsibility to protect members of their agency from false allegations. This course offers a global perspective of the internal affairs process in a systematic framework designed to provide for informed decisions.
Course Description

What You'll Learn
- Have an understanding of current issues involving Internal Affairs investigations.
- Evaluate complaints and determine the proper classification, investigative approach and departmental follow-up.
- Conduct and complete an investigation that examines an officer’s behavior and establishes a preponderance of information or lack thereof in determining outcome.
- Document the investigation in a similar manner for each inquiry to ensure consistency and ease of retrieval.

Introduction and Course Overview
Performance Objectives: Students will have an understanding of topical areas and course content.
Current Events in Internal Affairs
Performance Objectives: Students will understand and recognize how lessons learned from police misconduct and the investigation of that misconduct can provide assistance in policy formulation and procedural development.
Employee Rights
The components of a complaint will be defined.
Performance Objectives: Students will gain an understanding of compelled testimony and testimony protected by officer’s Miranda rights. Lybarger Warnings will also be examined as well as the implications of Kastigar vs United States.
Complaint Intake and Classification Procedures
Performance Objectives: Students will be able to recognize the differences between complaints and gain an understanding of how to classify a complaint.
Complaint Processing and Investigations—Internal and External Complaints
Performance Objectives: Students will be able to acquire techniques that will assist them in the overall investigative process. Students should gain a practical understanding of complaint processing.
Investigative Findings
Performance Objectives: Students will have a broader understanding of the types of misconduct and how agencies vary in the application of discipline. Students should gain an understanding of consistent application of disciplinary measures.
Early Intervention Programs
Performance Objectives: Students will recognize that an Early Intervention Program will provide assistance in not only identifying potential misconduct, but can also be a tool for evaluating the problem officer.
Documentation Procedures
Performance Objectives: Students will understand that a written account of their investigation is important to their agency. Consistency in investigative report structure will help investigators to ensure impartial investigations
Summary/Critique/Graduation
Performance Objectives: Students will clarify any misunderstanding they may have from the course material. Students will also have an opportunity to provide feedback regarding the effectiveness of the program and instructional staff.
